Delhi Unveils Major Health Cover for Construction Workers

The Delhi government has launched a comprehensive healthcare initiative for registered construction workers and their families, extending cashless medical coverage and a range of health services to one of the city’s most vulnerable workforce segments. The move is expected to benefit nearly 2.7 lakh registered workers and around 10 lakh family members, marking a significant expansion of social security and healthcare access in the national capital.

Approved by the Delhi Cabinet under the leadership of Chief Minister Rekha Gupta, the new Delhi Building and Construction Workers Health Scheme aims to address the healthcare challenges faced by workers who are routinely exposed to hazardous working conditions. Construction workers often deal with dust, chemicals, heavy machinery, excessive noise, and physically demanding environments that increase the risk of respiratory diseases, skin disorders, and other occupational health issues. The government believes the scheme will provide much-needed medical protection and financial security to these workers and their families.

Under the programme, each registered construction worker will be entitled to cashless medical treatment of up to ₹2 lakh at empanelled hospitals. In addition, families of registered workers—including spouses, children, and parents—will receive healthcare coverage of up to ₹10 lakh. The treatment process will be entirely cashless, ensuring that beneficiaries do not face financial hardship during medical emergencies or hospitalization.

Beyond hospitalization benefits, the scheme includes a broad package of healthcare services. Registered workers and their spouses will receive annual health check-ups, while beneficiaries will also have access to free outpatient and inpatient services, diagnostic tests, laboratory facilities, emergency medical assistance, and referral services. These provisions are designed to promote preventive healthcare while ensuring timely medical intervention when needed.

A notable feature of the initiative is the deployment of Mobile Medical Units to construction sites and worker-dense areas. These units will help deliver healthcare services directly to workers, many of whom struggle to access medical facilities due to long working hours and remote work locations. The government hopes this outreach model will improve early diagnosis and treatment while reducing healthcare barriers for workers.

To improve transparency and service delivery, the scheme will also create digital health records for beneficiaries and establish a modern tracking system to monitor healthcare services. A 24×7 toll-free helpline will be introduced to assist workers and their families with medical support and scheme-related queries. These digital measures are expected to streamline access and improve overall efficiency.

The Delhi government estimates that the programme will require an annual expenditure of approximately ₹200 crore. Officials describe the initiative as more than a healthcare scheme, calling it a broader social security measure intended to improve the quality of life of construction workers and their families. By strengthening healthcare access and financial protection, the government aims to create a safer and more supportive environment for the workforce that contributes significantly to the city’s development.

With extensive medical coverage, preventive health services, mobile healthcare facilities, and digital support systems, the new scheme represents a major step toward enhancing the welfare of construction workers. The initiative underscores the growing focus on inclusive healthcare and social protection for workers in the unorganised sector, ensuring that those who help build the city receive access to quality healthcare and greater economic security.
